This task becomes difficult when the major players have a tradition of high independence, are often confrontational to management, and are irreplaceable independent contractors. Many CIO 's in business organizations face exactly this situation. Such discussion has driven the software industry to focus their attention elsewhere.

Routines, sometimes called standard operating procedures, are precise rules, procedures and practices that have been developed to cope with virtually all expected situations. Business processes are collections of such routines. The assessment in this paper states that IRS relies extensively on information technology to execute its mission and provide services to the American Citizens business partners. Managers use this computer-based system to organize, analyze, and execute plans to help the organization flow and accomplish its goals. The system can be used to study information in the form of employees, cost, profit, tecknology, procedures and documents. It is designed to educate and train students with knowledge and skills in managing information. We are unable to provide even primary medical care to our people let alone secondary and tertiary medical care. The current scenario of information flow in most of the hospital in Bangladesh presents a paper based, time consuming, inefficient system leading to problems of inefficient utilization of resources and problems to patients. For example, sales managers may use their computer workstations to get sales results of their products and to access weekly sales analysis reports, and then evaluate sales made by each salesperson. A patient would have check in with the clerk, pay the clerk, get a handwritten receipt, and wait in the lobby while the clerk the clerk finds the nurse or doctor to let them know that the patient is here for their appointment. Information technology plays a big part in helping companies compete and survive. The results was unexpected by making an expenditure for funds from the organizations. This has been increased the importance of strategic information systems planning. My audiences for this paper are my professor, classmates, and other faculty members on the LLD A portfolio group. A discourse community is a group of people who share the same interest, career, or other commonality. The quality and soundness of managerial decisions is largely contingent upon the information available to the decision-maker. They are part of the planning activity. It is for short-term activities and associated allocation of resources to them to achieve the objectives. The model may be quantitative or qualitative. When there is a conflict between different criteria, a choice has to be made through compromise. Constraints are limiting factors which define outer limits and have to be respected while making a decision. For example, limited availability of funds is a constraint with which most decision makers have to live. Modern management is based upon a systems approach to the organization. The systems approach views an organization as a set of interrelated sub-systems in which variables are mutually dependent. The organizing system has five basic parts, which are interdependent Murdick and Ross, The interrelationship of the sub-systems within an organization is fundamental to the systems approach. The different components of the organization have to operate in a coordinated manner to attain common organizational goals. This results in synergic effects. The term synergy means that when different sub-systems work together they tend to be more efficient than if they work in isolation Murdick and Ross, Thus, the output of a system with well integrated sub-systems would be much more than the sum of the outputs of the independent sub-systems working in isolation. The systems approach provides a total view of the organization. It enables analysis of an organization in a scientific manner, so that operating management systems can be developed and an appropriate MIS designed Murdick and Ross, By providing the required information, an MIS can help interrelate, coordinate and integrate different sub-systems within an organization, thus facilitating and increasing coordinated working of the sub-systems, with consequent synergism. The interaction between different components of the organization depends upon integration, communication and decision making. Together they create a linking process in the organization. Integration ensures that different sub-systems work towards the common goal. Coordination and integration are useful controlling mechanisms which ensure smooth functioning in the organization, particularly as organizations become large and increasingly complex. As organizations face environmental complexity, diversity and change, they need more and more internal differentiation, and specialization becomes complex and diverse. The need for integration also increases as structural dimensions increase. Communication integrates different sub-systems specialized units at different levels in an organization. It is thus a basic element of the organizational structure necessary for achieving the organization's goals. Organizational structure and MIS MIS has been described as a pyramidal structure, with four levels of information resources. In his study, Obi suggested that MIS is indispensible in the area of decision-making as it can monitor by itself the instability in a system, verify a course of action and take action to keep the system in control. Literatures also suggested that non-programmed decisions are relevant as they provide support by supplying information to the search, the analysis, the evaluation and the choice and implementation process of decision making. More recently, Adebayo explained that the existence of MIS is needed to improve and enhance decision making on the issues affecting human and material resources. From the literatures presented, we can easily perceive that the importance of the role of both middle and top management to maintain a consistent approach to develop, use, and evaluate MIS systems within the institution. To financial institutions, MIS is used at various levels by top-management, middle and even by the operational staff as a support for decision making that aims to meet strategic goals and strategic objectives. The above literatures also explore the importance of MIS in providing decision makers with facts, which consequently support and enhance the entire decision-making process. Furthermore, at the most senior level, MIS and DSS supply the data and required information to assist the board of directors and management levels to make an accurate and on time strategic decisions. Due to the nature of the current study and its hypothesis, the primary research purpose of the current study is, thus, explanatory. Explanatory or causal explains the complexity of the interrelated variables identified that were posited in the hypothesis and research By developing several hypotheses, the study thus adapt the quantitative research design to better test those hypotheses. Quantitative research uses survey as the main instrument to collect data. To what extent is MIS being utilized to support Strategic planning for decisions in Bahrain's financial organizations? To what extent is MIS being utilized to support Tactical planning for decisions in Bahrain's financial organizations? To answer these questions, the current study carries out various hypotheses that developed from previous literatures and studies Ajayi et. Figure 1 presents the proposed model and factors affecting the process of decision making. Thus, we consider the hypothesis below: a. The collected data were analyzed based on correlation and regression analyses using the statistical package for social sciences SPSS. The questionnaire of this study is adapted from previous literature and studies e. Ajayi et. The main reason why we need to refer to literatures when developing a questionnaire is to ensure the high reliability and validity of the survey. The questionnaire we prepared for this paper was divided into 2 sections. In the second section we were interested in gathering information about the importance of MIS and its use in Case one and Case two of financial institutions in Bahrain. This improved the questionnaire, which has been used for the research presented in this study. This population is deemed to be fully aware of the MIS use at the bank level. A total of forms were distributed equally each bank with 95 survey forms. In a convenience sample, the managers and bank staff were randomly approached. The distribution took place for a three-week period in early March, The survey was designed in English language. The research tested the time to fill the survey and it took approximately minutes to be completed. The questionnaire we prepared and used had been pre-tested initially with few people 5 users working in different sectors to ensure consistency, clarity and relevance to the Bahraini case. Minor changes related to the questions content, wording, and sequence were requested by those people, which we implemented before carrying out the final copy. Moreover, the simple Regression was implemented to test the hypothesis and the linkages between dependent and independent variables. Then, the results of correlation analysis of the three variables Strategic planning, Tactical Planning, and The Effectiveness of Decision-making are discussed. Finally, the results of the paper are discussed in accordance with the research objectives and hypothesis of the study. Effectiveness of the bank's decision-making processes, which are the dependent variables considered to be the bank's succession in management building and facility, financial aspects and staff issues. Previous studies underpinned the importance of conducting correlation tests before the regression testing, the correlation between variables thus necessary Coakes and Steed, The result of the correlations is presented in the following table table 1. M Effectiveness. The independent variables were regressed across organizational outcomes. Tables 2 , 3 and 4 summarized the results of the Linear Regression analysis. The results of regression indicated that the variance in the Effectiveness of the bank's decision making is explained by only one variable; Strategic planning, while Tactical Planning found not to affect the Effectiveness of the bank's decision making process. The regression analysis was implemented to support the correlation test. However, the study revealed that the Tactical planning is found to have no effect on D.
